CQC registration support in England: documents and steps for new care providers
Updated: Oct 11
A new care provider in England needs to start with the activity it will actually provide. CQC says a provider must register before carrying on a regulated activity, and the applicant must complete its own application. Looking Glass Care offers remote preparation and documentation support for providers in Liverpool and across England; CQC makes the registration decision.
Which registration support is useful for a care home or homecare agency?
The most useful support is specific to your proposed service. Check the legal applicant, location, registered manager arrangements, intended client group and regulated activities first. CQC's current application forms and supporting document guidance distinguish documents everyone must send from additional evidence for different services. Homecare agencies providing personal care have a specific route. Care homes may have location and premises evidence to prepare. If the service supports autistic people or people with a learning disability, read CQC's relevant guidance before applying.
CQC currently says applications should be submitted when premises and staff are ready to provide the service. It may consider an interview, discussion or site visit after initial checks. A polished policy library alone cannot demonstrate a working service.
A practical document sequence
Write a plain description of what staff will provide and where. Use CQC's personal care guidance to check whether a supported living or homecare model involves a regulated activity.
Prepare a statement of purpose consistent with the application, the people supported and the actual locations.
Open the current CQC forms and supporting document list for your applicant and service. Allocate an owner and version date to each item. Check manager forms and the DBS requirements.
Review governance, safeguarding, care planning, recruitment, medicines support and records against how the service will operate. Resolve contradictions before submission.
Keep a gap log. A missing document, unclear care and housing boundary, or inconsistent staffing plan deserves a decision before an application is sent.
The CQC Registration Document Planner is an editable three-page Word worksheet for those decisions, document owners and final readiness questions (£5.85). The free regulated activities guide helps you begin.
