Can Care Staff Work Before a DBS Check Is Complete?
Updated: Oct 11
“Can a care worker start before their DBS certificate arrives?” is a common recruitment question. The safe answer is not a blanket yes. Providers must assess the role, eligibility, regulatory requirements and all recruitment evidence. DBS Adult First is an exceptional route for eligible organisations and does not replace the full DBS certificate.
What I learned from compliance work
Recruitment checks must form a clear sequence. When start dates, applications, references, supervision plans and certificates are recorded in different places, managers can believe a check was complete when the evidence says something else. A reliable tracker should show the application date, level requested, barred-list eligibility, Adult First result where used, risk decision, restrictions, supervision and final certificate review.
CQC Regulation 19 requires providers to ensure that people employed are fit and proper for their roles.
DBS Adult First
Official DBS employer guidance explains that, depending on the result, an eligible person may exceptionally start supervised work with vulnerable adults before the full certificate is received. Strict criteria apply.
An Adult First result is limited. It does not provide the full criminal-record information contained in the completed certificate. Providers should not describe it as a completed DBS check.
Evidence to keep
role and regulated-activity assessment;
identity and right-to-work evidence;
references and employment history;
DBS application details and level;
Adult First eligibility, result and date where applicable;
written risk assessment and authorisation;
duties restricted and supervision provided;
certificate seen, information considered and final decision;
renewal or update-service arrangements.
